Goyang is a planned residential satellite city of over 1 million residents. Most of the city was constructed in the 1990s to alleviate overpopulation in Seoul proper, with apartment complexes fit to a grid pattern. The city is divided into three administrative districts: Deogyang-gu, Ilsandong-gu, and Ilsanseo-gu. In practice the city is usually viewed as consisting of the two distinct parts of Ilsan and Deogyang.
